Since 1 July 2021 the Interstate Treaty on Gambling (GlüStV 2021) has allowed licensed online slots, poker and sports betting in Germany. The Joint Gambling Authority (GGL) in Halle licenses operators and publishes a whitelist.

Is crypto gambling legal in Germany?
Short answer
Legal only at GGL-whitelisted sites
The GlüStV 2021 licenses online virtual slots, poker and sports betting, with a €1,000 monthly deposit limit across all operators and a €1 maximum stake per slot spin. The GGL regulates the online market, acts against illegal gambling and publishes the list of licensed operators. Offshore crypto casinos are not on it.
Online table games such as roulette and blackjack are licensed by the federal states, not by the GGL.
