Is crypto gambling legal in Russia?
Short answer
No, online casinos are banned
Since 1 July 2009 casinos may run only in designated gambling zones, and online casinos are banned. Online betting is legal only with Russian-licensed bookmakers and totalisators. The Unified Gambling Regulator requests blocks of illegal sites, and a 2026 amendment cut the deadline for blocking to two working days.
A proposal to legalise online casinos was discussed in early 2026. It had not been enacted when we checked.

What did the 2026 crypto law change?
The law on digital currency that took effect on 1 September 2026 allows trading only through intermediaries registered with the Bank of Russia, caps non-qualified investors at ₽300,000 a year and keeps the ban on crypto payments. It has a transition period to 1 July 2027.
How are crypto gains taxed in Russia?
Since 2025 crypto is property for tax purposes. Gains are taxed at 13%, or 15% on the part above ₽2.4 million a year.
