The UAE now licenses commercial gaming through the General Commercial Gaming Regulatory Authority (GCGRA), set up in 2023. Online gaming is legal only with a GCGRA licensee, and in January 2026 one company held that licence. Is crypto gambling legal in the UAE?
Short answer
Only with a GCGRA licensee
No one may operate or take part in commercial gaming without GCGRA approval. The authority licenses internet gaming, sports wagering, lotteries and casinos; Coin Technology Projects LLC was the only internet gaming licensee in January 2026, open to users located in the UAE. Gambling outside that framework is punishable under articles 460–461 of the Penal Code with up to 2 years in prison or a fine of up to AED 50,000.
